The short answer
Not always too many requests. OpenAI's error docs list several 429s: credit_balance_exhausted means your organization's prepaid credit balance is depleted, and other codes mean a project or organization spend limit was reached. OpenAI says "Retrying billing, spend, or quota errors won't restore API access." You add credits, or raise the limit.
What to do
- Read the error code. Credits ran out? Add credits. Project or organization spend limit reached? Raise the limit. Retrying won't fix either.
- A real rate limit is different: if a Retry-After header is present, wait at least as long as it specifies before trying again.
- To stop a runaway bill, set a hard spend limit on your project: Project settings, Limits, then Spend. Set a monthly spend limit, turn on Enforce a hard limit, and Save.
Good to know
- "Spend alerts do not enforce a cap." An alert alone won't stop anything.
- A hard limit can interrupt production traffic, so don't set it too low.
