The short answer
On Google Cloud, where Gemini API keys live, a budget alert is just an alert. Google's docs say an alerts-only budget doesn't automatically cap usage or spending. So if a key leaks, or a loop runs all night, the charges keep coming.
What to do
- Keep API keys on your server, never in your app's browser code.
- Limit what each key can do.
- Set a real spending cap where your provider offers one, and check your AI provider's billing page today.
