The short answer
Check for an agreement alert. Apple's App Store Connect Help says that when a new version of the Paid Apps Agreement is available for you to sign, an alert appears in App Store Connect, and you won't be able to create a new app or In-App Purchase until you've agreed to the most recent version. Only the Account Holder can sign it. On October 13, 2026, Apple also published an updated Apple Developer Program License Agreement and asked developers to sign in to their account to accept the updated terms.
What to do
- Sign in to App Store Connect as the Account Holder and select Business at the top of the page.
- On the Agreements tab, find the Paid Apps row, then click View and Agree to Terms.
- Read and accept the terms, and click Submit.
- Not the Account Holder? Ask them to sign in and accept.
Good to know
- Apple's October 13, 2026 update includes changes to Schedule 2 and Schedule 3 terms for Group Purchases, Volume Purchasing and tax reporting.
